Hi, I had a prepayment gas meter fitted a couple of years ago and always kept it in credit. I ran out the other day and since I have topped up the meter, I can not start the boiler.

The screen was not completely plugged however there was water in the oil and it locked up the pump. If the burner has not been recently serviced, pull the cover and check the screen.

Cleaning the combustion chamber/fore box will not stop it from coming on or firing up. That loose stuff you clean is call refractory and is an insulation only, (a special insulation to withstand very high temperatures in boilers) & it does fall apart after awhile and should be replaced soon too but it will not affect the burner in boiler from functioning properly.
